An advisor for international students - that makes sense. They need extra help in adapting to a different environment.

An advisor for English as a Second Language students, that can make sense too. People need time to learn, and resources can be helpful.
But an advisor for BLACK students specifically? What exactly is the underlying message? That being black is a special challenge? Something that needs extra help to catch up? Why exactly?
